Strategic Environmental Assessments (SEAs)

The Strategic Environmental Assessment’s (SEA) main objective is to strategically assess the natural and social environment of the study area to provide environmental input at an early stage to inform decision-making authorities with respect to opportunities and constraints for future developments. The SEA consists of:

  • Identify broad plan and programme alternatives
  • Screening
  • Scoping
  • Situation assessment/State of the Environment
  • Formulate sustainability parameters for the development of the plan or programme
  • Develop and assess alternative plans and programmes
  • Decision making
  • Develop a plan for monitoring and auditing
  • Implementation

For the most part an SEA is conducted before a corresponding EIA is undertaken. This will mean that information on the environmental impact of a plan will be able to cascade down through the tiers of decision making and be used in an EIA at a later stage.

This should reduce the amount of work that needs to be undertaken. A handover procedure is foreseen.

Public Participation

The Public Participation (PPP) or Stakeholder Engagement processes are a legal requirement that recognize the legal right of citizens to participate in decision making processes that affect them.
The PPP creates a platform for Interested and Affected Parties (I&APs) to raise issues and concerns regarding a specific project.

Early and continuing public involvement allows the client to be aware of possible biophysical, economical and social problems and to deal with these issues early in order to avoid or minimize the impacts through possible redesigning the project in a manner acceptable to all parties involved.

PPP is required in all environmental authorisation type of activities, i.e. Environmental Impact Assessment (EIA), Environmental Management Programme Report (EMPR), Water Use Licence Application (WULA), Waste Management Licence Application (WMLA) and more if and when required.

Stakeholder engagement is undertaken to assist the Environmental Authorities in order to make an informed, considered, and generally acceptable decisions.
The issues and concerns raised by all I&APs and Stakeholders are incorporated into a Comment and Response Report for submission with the environmental authorisation application to the relevant Environmental Authorities.

All public participation programmes are conducted with the utmost sensitivity, and always include local agencies to ensure buy-in from local interested and affected parties.
